the 'half choke' clue points to a weak mixture so I would check carb for blocked jets and carb to head joints for tightness.

If that does not help then look for improvements by running without air filter, obv just on stand to find issue.

The oil in the pulse pipe can become a problem and cause the diaphragm to fail. Position your pulse pump so the pump drains back to crankcase when engine stops. Also clean diaphragm regularly. Another solution to oil in the pulse pipe is to take the pulse from the inlet port by fitting the connector there if rules allow.
