Because engines cannot be blueprinted, then it comes down to parts selection. With such large tolerences from new (because they are only generator engines)then you need to measure and select many many parts to find the very best.

In this respect the skies the limit, you could buy 50 engines and still not find the 'ultimate' part. On the other hand in principle you could buy one new engine and have all the best parts in one hit, more chance of winning the lottery though.
