Whilst there's obviously good reason why the process is set as it is i.e. to stop malicious and purely speculative protests. I does leave our sour taste, when those who've been found to be non-compliant are reinstated through an appeal based on process, not material facts. Really the fault here, lies with whoever at the original event was responsible for recipt of the original protest. Really they should have suitable training. Not so they help wright the protest but that they do treage it and say something like "I'm sorry your protest doesn't state why you believe there's an infringement of the rules" or "you need to give a bit more detail here" i.e. Just a basic review, not any form of decision, just to make sure the paper work is correct.
