I have found the NATSKA handbook 2017 and assume you are running in Class11? I interpret the rules as saying you can choose to run under appendix J or J1 From an ignition timing point of view J means leaving everything as is, standard key. J1 is a copy of MSA regs. V11 I think ,which allows you to thin down the key and adjust the ignition timing but must satisfy the gauge. So I think you need to check which appendix allows you more advance on your engine. The MSA rules were supposedly introduced to equalise the performance of T1 and T2 and individual engines of both types so maybe some engines would perform better under J rules. The timing figures from your first post suggest you would be better under J1? There would seem to be other factors eg.exhaust , selected parts, which might affect your choice.
