Air filter seals top and bottom will have no effect. Pretty sure you are allowed to race with the whole filter removed, just the black box cover fitted. Any damage to the insulation block or gaskets which allows air to be sucked into the cylinder bypassing the carb will stop you lowering the tickover revs to normal.
