The cam timing needs a specialist tool and brute force to shift to it's optimised position. What DIY71 is referring to, however, will be correct alignment of the cam and crank teeth - both are marked with dots and they should line up when the gears mesh.

The ignition timing requires a gauge to keep it within the regs. I have one (and the necessary degree wheel) which you can borrow. Or bring it down to me and I shall do it for you. It is simply a matter of setting the piston at true top dead center and shaving the flywheel key to advance the timing.
