I have one last attempt at trying to explain this! The template tool will give an accurate visual indication of what is acceptable and not acceptable in terms of flywheel position for 2014. Any engine legal now will be legal in 2014. Some will be in a position to offer a little more advance on to their flywheels to get them to this mark. This is all achieved with the engine at TDC. If you set your engine to TDC, by DTI on the stroke, degree wheel or rotary gauge, you will find that the TDC locator will fall into place. Th delay is simply because of the amount of time spent on developing this tool, to make sure it is as accurate and usable as possible. While I have been responsible for the development of the tool, at each stage I have worked with others to check the accuracy. And so it is now in production. I have discussed with my colleagues at the MSA, the possibility that the tool will be incorporated into scrutineer's seminars, and also that there might be an introductory period in the early part of next year. All scrutineers are always on their back foot, for as soon as one illegality method is discovered another will take its place. We are trying our best!
