The crank locator tool should put the crank at TDC, which could be confirmed with a DTI, digital rotary gauge or degree wheel. If the "quick" test does no show compliance, then you have to be suspicious of both the flywheel and crankshaft, either or both would warrant further inspection. As to the second part of your question, the T1 does not react to advancing the ignition timing anything like the same way that a T2 does, we have agreed to advance the T1 timing as far as we think appropriate.
