Done by anyone proficient, it will not harm NOR improve the chassis! If you let 'monkeys' do it, it'll won't help it!

The quantity of metal that comes off will be microscopic. Yes, in a car, of which a HUGE part of the weight is in the chassis/body, then a shaving of the chassis with sand MIGHT make a difference but in a kart, the chassis is such a small part of the overall weight (mass)(inc. driver) it won't make a significant difference.
