I think there is a misunderstanding of how some engines has an advantage with flywheel timing.

I'm no expert but I think when the T2 came out the tooling on the flywheel's were slightly different i.e. there was a difference between some batches of engines which came from the factory so it has nothing to do with illegal flywheels or bend/twisted cranks. some engine builders just bought a lot of engines stripped them and measured the flywheel timing, if they were good they were selected and put in an engine and sold as SP. the tuners to my knowledge never charged the ridicules amount of monies people are now asking for their engines! so the optimised engines are legal this year but they are now trying to bring it to a more level playing field by ensuring all engines are within a certain degree of timing. with regards to budget class racing, there is no such thing some people spend Ł1000/year racing others spend 30K doing the same thing! :-(
