yes I agree, although, sometimes , when you are looking for a half tooth, or on a twisty track (smaller spinning mass)or weight saving, 3.4 teeth and -1 is less ,plus gaining 3.4 on ratio means you need less sprockets and with a drum on its own is less than the price of 3+ more sprockets ? and also if it starts raining on the grid, a quick clutch change (1 nut) gains you 3.4 lower gearing a 19 clutch is a very handy addition
