I don't have enough details to be sure but.... are you sure you have your rev-counter set correctly?
The Honda is a strange beast. It's a 4 stroke but.... it doesn't 'spark' like a 4 stroke which (usually) only sparks every OTHER full revolution. The Honda uses what's called 'waste spark' which means it sparks on EVERY revolution...... just like a 2 stroke.... even though it only FIRES on every OTHER stroke.
The implication is that you need to set your rev counter to 'TWO stroke' (not '4 stroke') because, when it's set to '4 stroke', the rev-counter is doubling the number of sparks it counts to calculate the revs.. Thus, an indication of 6,900 rpm would mean you were only running at 3,450 rpm.
It's just a GUESS: don't crucify me if I am wrong!
