IMO the safety argument for slowing cadets is debatable at best. The actual speed differences will be minimal. What is clear though is that the slower the lap time, the more small differences in engine performance will show up.

Slower engines means more time on maximum throttle, less time on the brakes and barely any need for part throttle at all, all this means more emphasis is put on the engine and less on the driver. Good for the karting business, builders selling SP engines and teams supplying top material to the silver spoon brigade etc. but not so good for competitors, especially those on tight budgets.
