If you go to these guy they can supply you with the parts needed to convert your standard biland to the 35hp SA250 'Fighter'

I've got the single carb upgrade from them, and its by no means cheap but it brings the older sa250 up to spec with the newer 4s (tech, swiss, vampire) on the market if your competing against them as they are in belgium. If your upgrading the power, it might be a good idea to look at upgrading the valve train as well -(in otherwords, get rid of the cambelt haha)
