2mm. The toe out would appear to be your problem with tyre wear. This would be even with toe out as when the kart sits on the ground is roughly equals itself. Say there was 6mm on one side for example and 2mm on the other when the chassis is on the ground it would balance out to 4mm each side but the steering wheel would be not square. I'd replace the bent rose joints - these do break on occasions where they have had damage.
