In the North East we have Warden Law (near Sunderland),

if you can prove to the CoC your lad is capable they will allow him to race, minimum weight 180kg, all lead must be secure.
Teeside also run pro karts,

also 180kg, again CoC will allow him to race.
There is also a pro kart race at Rowrah on a Saturday, but not every month, best there is to watch UK Karting for posts & Facebook they are posted on both normally, again 180kg.

There is also PFI near Newark Lincolnshire.

To the best of my knowledge there is currently no junior meetings for pro karts, though there has been talk.
