Just make it the rules. Most (almost all) prokart grids run to Kelvins rules, so if these are changed to say that all Honda is buy back then they will have to run to them. If a series wants to run there own rules with out buy back to accommodate people who want to spend Ł2k on a set of motors then they can fill their own boots trying to police it, it will be worse than it is now with the lack of scrutineering at certain race series.
