Thanks everyone for all your time and effort, I was amazed at the response. The general consensus appears to be that it is possible (the answer to the question) to win a "lower" level championship. The two key factors reading them are "fun & results" and what you might call the "experience factor". The experience factor involves both the driver and support person.
In the latter you have "sports performance specific" issues. The word specific used in sport implies that the "change/s" you make factually improve performance. Itpro nailed this point. It is my experience that you have to be extremely careful who you listen to.
The only thing I might be able to add to the discussion is regarding "in the seat time/driving time". For me it is vital the driver is technically solid first because should the young person be technically flawed (however slight) all that time spent in the seat is just reinforcing the driver error. This issue is usually seen when this driver drives in the wet, its almost like they go backwards. Instead of being a front 3 runner they are lucky to get in the top 7.
