As others have said, perhaps it is possible, but I think you need a bigger budget than that.
If it's cadets though, forget it, there is too much time to be "bought" in any of the classes for National championships. Be that engines, chassis or team data; however good a family team you have, you won't get near the pace unless you start spending big money.
Bear in mind as well, that training and practice is everything, to beat much better equipment you will need a huge amount of seat time on top of race experience to build a better driver.
The year we took on this sort of challenge in France, with a relatively small but still much bigger budget, I took a year off work and we were doing at least 300 laps a weeks practice at 3 different circuits. Thus we were able to thrash the karting establishment virtually every weekend, didn't win a lot of friends though:)and most weeks I would spend Monday & Tuesday putting thoroughly stripped engines back together.
