The only possible way is for one independent person/Group to seal them, in Honda Cadets it was done, and it did not work !!!!!, so its a wast of time I think .

If this was to go ahead a very easy way round it is for Mr Big2 to buy say 10/20 engines, sealed and no way of Blue/Pink-printing then, just Dyno them all, finding the best engine and sell the rest on.

Its Motor racing, even at the Honda level, Pound Notes will always get the best gear.

Just my thoughts any way.
