the problem is not just the amount of incidents/accidents or flag discipline... the elite and front runners dont seem to realise that its taking 3 laps just to get up to race speed for the mid to back drivers, then due to the traffic and bunching an inevitable spin and the elite are hitting traffic, this and circuit liability have to be considered
