I think you are still missing the point. In theory the NICE will tell if there is something not right and teh scrutineer would then be able to tell you what he/she expects to see when the bits come off - the strip would only verify what the NICE stuff shows.

In theory it should be quicker to pass a straight engine. The theory is good but still to see it in practise.
