I suppose you could be forgiven for thinking that my checks are limited only to NICE but I can assure you I have the tools to check most sizes and tolerances within a Gx.
As a time served fitter, working with my hands for many years and developing methods to tune and spot tuning, I guess I assume lots of people also have the same skills and tools so I do not state the obvious when describing my checks and methods.
It would be very silly to list every check possible and then not give away any advantage to a cheat.
Suffice to say I would happily examine any engine from any source and tell you how it stands up against the regs of a series.
Your other points do not concern me as they are just management decisions. Brian P.
