Limited budget of Ł600.,

Save up some more 1st.

Even if the Kart is Free, your need Wets Ł120, its very hard to find used ones.

2nd hand Slicks Ł40.00
Race Entry Ł50.00

On a cheap 2nd hand, a few things will need changing easy to spend Ł40.00 just on bits and bobs.

Even just new valve springs, oil change will cost an extra Ł14.00 to Ł20.00

On ebay I have just seen a Bowman, its no spring chicken, but well made.
