No this is def not uncommon on the Duro tyre I have seen up about 40mm differences in circumference wit these tyres! It will however effect your handling and make your kart pull to one side down the straight if you leave it.

Just over inflate the smaller tyre to stretch it. If your having difficulty getting big enough leave it somewhere warm with pressure overnight. Get it within a couple of mm and you will be fine.
