Ahhhhh..... the orange colour is rust......
Rust grows like 'crystals' on the surface of bare steel/iron and could be interfering with the free movement of the disk. It is likely that the rust is your problem.
Go to a hardware shop and buy a sheet of EMERY cloth. (Make sure it IS emery cloth, it's like sandpaper for steel but is the PROPER tool for this job). Tear off a square and rub the surface of the disk clean on both sides. Wipe away the dust and then see if the axle spins freely; ideally remove the chain so it can spin freely.
Ideally, rub the disk 'radially' (from the inner to the outer edge or vice-versa) and NOT 'circumferentially' (round and round).
