Mark - Historically the problem at Teesside was there was no post race scrutineering and therefore indicretions but intentional and purchased was allowed to go one un-checked. We have had Teesside drivers turn up at Warden Law and get disqualified for running some pretty simple mods.
However, using the UK's premier Honda scrutineer after the last round has, in my view, removed a big element of doubt if this is to continue in the future.
In my view post race scrutineering should be every race and the check could be as random as weight through to full engine strips. In such a fashion drivers have no idea what is being checked and therefore shouldn't try to buck the system and run legit.
