You could limit the revs with a pedal stop, but for racing we generally aim for 5800-6000 RPM on a genuine honda, and people tend to say for every tooth you drop on the back sproket you take 100RPM off the revs, you need means of reading revs to do this, lap timers do it, but its worth doing rather than just hoping your not over reving. The hondas go for years, they are all de govened otherwise you wont achive the revs, but i wouldnt like to comment on a clone because i have never had anything to do with them, but im sure they will be ideal for fun; CHEAP!
