No need to wait a year before racing but, I would say (as a newbie myself with only a couple of races under my belt) get plenty of track time so he is familiar with the kart and his times are consistent and getting within striking distance (say one or two seconds or better) of race pace. Get some track time with other traffic so he knows the routine for driving in close company, following other karts and getting overtaken without being a hazard to himself and others.
Go to at least one race meeting where they are running the same class to see the general standard of racing and the routine for practice, qualifying, getting called to the grid etc.
At Stretton (Leicester) there is a small but growing junior prokart grid where he could race non-MSA, and I'm sure he'd be welcome. It's a friendly place and a nice track, fast and challenging...but a bit of a long way for you maybe.
