I'm not a 4-stroke man but from a cost cutting point of view, you won't go much wrong by using a format similiar to the NKRA.
For those not familiar with it, the NKRA is split into 3 seperate regional championships (Southern, Northern and Scotland) which you do first and then the top so many drivers from each region are invited to the National Grande Final meeting where all regions meet to decide the National Champions. The overall effect of it is that people cut down on travelling costs as the championships are mainly regionalised with the grande final being the only major meeting costs wise potentially (depends where you live in relation to the track used for the finals though).
On top of this, there is a capped fee of £70 for each regional round which includes practice and race days.
This format certainly keeps costs down compared to the full blooded national series like Super 1 and FKS so if cost cutting is a priority for this championship, the NKRA format is certainly worth a thought.
