scoot- isolate the flatspot by building the carb on the engine without the air filter assembly. (you will need some spacers on the studs) and see if the engine performance changes during acceleration tests. or, if you have a spare air filter housing, cut a flap as per photos here:

and see if opening the flap without moving the throttle increases the revs. ( you normally find the extra air gives extra revs) The addition of air gives you the clue to which way to go on jet selection.
This assumes the carb is clean, the plugs are fine and the carb is receiving enough fuel during all conditions.
oh and btw... the carb flap is a mod for open racing or for finding jet sizes... not for closed rules racing! Brian P.
