The dangerous amount of weight argument doesn't hold up. Coming from a country where 10 year olds have to make 120kg in an albeit heavier chassis and some carry as much as 18kg of lead.
But I think there is an argument revolving around static and dynamic weight. A 23kg kid hauling around an 80kg kart is at a massive disadvantage to a 33kg kid in a 70kg kart.
Isn't the idea, also to give a weight penalty to the older stronger kids? After all they have a choice to move up if they get too big. But a small 8 year old has no choice.
Even at age 10 my eldest lad will need to carry 6kg of lead to make the 100kg in a Honda Cadet. He's lean (fit) but not puny, by putting 3kg on the limit he will be, relatively speaking, disavantaged by a weight increase compared to somebody who is currently on weight without lead.
