They can do nothing to check unfortunately especially at club level, even at S1 it is nearly impossible to check what oil people are using without being sent away for very expensive laboratory tests. The testing machines at S1 will show an irregularity with different oils i think in the burn rate but that is all and will in no way be able to tell you what oil people are using. The club meeting you refer to didn't happen to be shennington last weekend did it ? there were a lot of grumbles of cool power there and everybody with half a brain knew who it was so more fool them. But i stress be very careful before you accuse someone of cheating based on black dots over your kart and driver alone as this can be a wrong assumption in some cases. a new or just cleaned / burn out exhaust can have a tendency to chuck splodges of oil out the back as well. The only thing for a club or you as parent to do at club level is to offer to buy 20 liters or so of fuel agree on an oil mixture then get the officials to make the top six run on that fuel / oil in the final which they are well within there rights to do so. it will then soon become apparent who as been doing something people who cheat at club level always get found out at S1 because all of a sudden they have magically lost all there pace!
