Raceinstructor, thanks for the comment. I thought this to start with, especially as the small dia spring was not present on the bellows at fist, I fitted a new one of those and the large diameter one was replaced also as the original appeared weaker than the new. But oil still appears around the PV housing and bellows. I couldn't see any holes in the bellows, but might replace them anyway as they are very old. The o ring on the PV blade shaft didn't appear to seal tightly - this applied more so to the old one that was replaced with new, but the new one didn't appear to seal tightly - not sure if they are supposed to seal or if they just act as a guide for the PV blade shaft?
Either way when next at Fulbeck a friend is going to lend me his kit to swap bits to find the problem, if we swap a complete PV assembly that should eliminate that from our enquiries!!
