I haven't checked the X30 regs or loom but the design of the FB electronics is such that you can place the ECU , starter, fuse box and connectors anywhere where the loom will fit. As supplied the loom has lots of spare wire and people run it round the front of the seat, round the back, with the switches on the A bracket, over the battery, inside the nassau panel etc.
I've seen the tweaky little mounting plate over the battery on FB's who have been seduced by pretty instead of practical, but unless the loom has been cut down from the original by JME then the rules don't seem to dictate where the bits are put.
Unless, that is, JME are going to count the mounting plate under "parts of the engine assembly " rather than the "The adjustment of parts specifically designed for that purpose is not classed as a modification" where the loom is a part designed for adjustment.
