you are partially correct with the ethanol regs except the EEC have mandated that all unleaded fuels should by now have minimum E10 or 10% ethanol as standard. its only if the content is above 10% then it needs to be labelled as such i.e. E15 or E30.
as you said ethanol is nasty stuff to hoses and fuel seals on older engines designed before regs were published about ten years ago. Modern engines should have been designed with ethanol in mind.

there is a similar regs for diesel which states that all derv sold should have a minimum bioderv content of 7% soon to go up to 10% and only if that content is greater then it needs to be labelled such as B30 or B60
