I think you will find that the list has been around for quite a few years for classes other than cadet.

With the comer you used to be able to use shell M on practice days (it built up a layer of carbon) but had to use a specified synthetic oil for race days (that took off the carbon). I believe that these were the only two poils that were allowed at that time so Shell m was not really a benchmark.

This made it very easy for clubs to do a fuel test for the cadet class but that changed with the Tryton carb when it was considered that the change of oil might have been causing problems.

Maybe it was safer for the MSA to open the cadets to the CIK approved list of oils rather than nominatte one oil at a time when these carbs were causing so many problems.
