Bringing it back to Chris34's observations. It seems that the obvious (to me at least) reason that MSA is failing is that;
1) The MSA don't enforce their own rules (talking mainly driving standards) and circuit owners can do much better job of it. Just take a look at club 100, for the most part rules are MSAish (no overtaking under yellows, minimum weight etc) but they enforce those rules with an iron fist and if you violate the rules you will be punished, sometimes they see things that didn't happen and sometimes they miss things that did but the fear that you could get caught puts most off from even trying anything that could cause a penalty.
2) Peer pressure, clearly the IKR crowd frown heavily on bumping and barging whereas its seen as a given in MSA racing.
So I don't think we can change anything about the peer pressure directly (it will come with time) but I certainly think the MSA could allow clubs to be more draconian with punishments (its seems the new Whilton are trying to follow the letter of the law).
Or the MSA have no idea what's going on at club level.
