Yep, the arks test isnt required. I didnt have to do one when I started and the racing was better even though the grids were much bigger.
I still think kit should be controlled tough. In non MSA meetings that I have attended they use the acu gold stamp as aproval.
In short, I think cost is the majoir issue though. The current down turn etc has seen many motorsports suffer. I have friends who race Motocross and thier grids are down too.
If somone from the MSA can do somthing to reduce CLUB karting costs then its the only way to see the grids grow again.
Take tyres for instance. You can buy a cheap set of kart tyres for £60 - £70. Yes they are crap but if everyones on crap then there wouldnt be an issue. Pluss they wouldnt wear out in 1 meeting.
Imo its all about making karting affordable again. Which unfortunatly it currently isnt!
