Yes, just change over the restrictor, but you'll also want some different jets. I'd suggest making sure you had 150~162 so you're ready.
Also, would advise making sure you're on the weight as well before you start out. You'll be at 148kg driver and kart.
And, as you say, gearing. Depending on the track you may want 4 or 5 more teeth than in mini.

As Cadet49Dad mentions, a good mini engine may not be a good junior engine and vice versa. You'll need some time playing with carbs first and getting the revs right but may then need to think about engine build. All depends on your budget and level of competition as always.
