Tilly pop off pressure

I've read many articles about pop off pressures on the tilly carb and it seems that a lower (8 - 12PSI?)pop off pressure gives faster acceleration / mid range power. If this is correct why and what would be the benefits of a higher pop off pressure and what would this be - 20PSI? For a Comer cadet driver would this even make much of a performance difference?
