Has the tyre compund been changed in the last couple of yeras?
When we did cadets the main complaint was that Stars/S1 insisted on new slicks for evry round whereas one set would last for most of a season (for one national or club championship). It was also the case that used tyres performed better at some tracks than new ones.
If this is your lad's first year then I would get him out on track as much as possible even if the tyres are getting very old.
The tyre shortage does seem to be a more recent problem - can you still find good used sets at the tracks (used to be quite a few after the Stars/S1 rounds)
