unless the spark is so weak that ignition is intermitent then all the fuel should be burnt on each cycle. its a question of when and how long the fuel burns for tho. a stronger spark should result in a more consistent and faster burn rate.

it could be that more fuel is burnt but the amount of fuel 'used' will be the same
