Check the obvious first. Fuel pipe to brass n!pple, pulse tube to top of carb. Pump diaphram (top of carb) next to carb body with triangular 'flap' over the 2 holes. Gasket on top of pump diaphram against carb top.
The pulse diaphram pump is not particularly good at sucking dry at low speeds (but better than the Max pump) and would take 4 or 5 seconds turning over with a high speed electic start(not TAG) to draw fuel over from a top feed tank. This would equate to some 20 to 30 yards pushing (pant pant). The TAG is slower so is pants.
So if top feed tank (I prefer bottom feed) suck fuel into pipe. If tank half full fuel should be visable in pipe some 2 inches or less short of carb.
TAKE AIR BOX OFF. With plug removed place hand hard over carb and turn engine over by turning the wheel. After 2 or 3 turns your hand should get wet with fuel. Turn wheel a couple of times with hand removed then replace hand and turn again. Hand should be wet again with fuel.
Wipe away excess fuel and replace air box. This is the standard way of priming the carb. Should start as soon as the wheels hit the ground when bump starting (or electic starting). If it fails to start or run properly you have probably got the (bottom of the carb) incorrectly rebuilt. The bottom diaphram is next to the cover plate with gasket next to carb body and engaged with the needle fulcrum. IE opposite to the top.
If turning engine over with a high speed starter, put plug in plug cap and place on top of engine. You can damage the ignition system if HT cannot earth.
