The cost of contacting all drivers is minimal though. Use web based communication only. Those that don't have web based communication don't receive the correspondence.
The way things are working at the moment is actually OK. It would be conceivable to allow all drivers to have equal say, hence the current structure. However, as it stands, we only really find out about issues affecting us when it is too late to make any changes.
A simple start would be for all ABKC correspondence between clubs, including minutes of meetings, to be emailed to all ABKC members. Even the newsletter would be a start.
They should have a subscribe link/form on their website, each club should forward their current members contact details, then use this software:

to send out the newsletter and oany other relevant communications. They could even survey all the drivers via the same software. It's extremely simple and cheap to do.
