I also have competed in TKM before switching to Max. TKM is definatley the cheaper option. Rotax gets more and more expensive as time goes on. TKM completley died out in the north rapidly and so if you go for TKM you will be limiting yourself to a select number of circuits in the south for club racing.
I always found the racing was more fair in TKM and everyone seemed to have more of a relaxed "enjoyment attitude" to it. In Rotax everyone wants to win at any cost. Because of this if you are new to 2 stroke karting TKM is a better class for starting. Rotax is not an ideal class to begin with.
I personally prefer Rotax though as the engine, tyres and brakes are much more responsive. There will always be healthy grids generally wherever you go. That all makes it more enjoyable i.m.o.
