Ian - I would disagree about the lack of consultation. The MSA have set up the online facility to comment on proposed changes and this was announced in their newsletter which was sent out by email. This seems to be more effort than the ABKC put into consulting their members before they proposed the new class (not sure where the change in ages started) and when this was first raised on the forums there were a couple of clubs that said they had not even been consuted.
Last year I helped FKS in their efforts to consult people about how to improve the series. Questionnaires were sent out by email (or post is no email available). They also had these available at the race weekends and sent out several reminders asking their customers to complete them. I spoke to several people who i knew did FKS and even invited them to phone me and I would fill in their answers.
At the end of the day there was a reasonable response but it took a lot of effort and that was with a series organiser and their customers who had a direct interest in the outcome.
If the MSA had to put in that much effort for then they would need a lot more staff and costs to us would increase.
