Ian,
I agree that this would cause some extra work and probably some verbal from disgruntled parents and probably it is best done at Super1/FKS to start with if this is considered to be a real safety issue.
The only effective place to check is when the kart is on the ground on the grid - at that point the driver/parent has effectively stated they are `ready to race'.
Maybe the answer is for poeple who signed the petition to volunteer their services to their local clubs for this duty. They were sufficiently concerned about the nose cones to sign the petition so now could help sort out the problem.
