The scrutineering on the trolley is just the safety check and does not stop anyone from making changes before the race - so you could go to sctutineer with a nice new nose cone and then put on a battered one for the race.
Clubs could get either the grid marshall or an official to go along the grid with with a simple device e.g. piece of wood of correct thickness on a handle, and check the height of nose cones and side pods. Anyone found not complying has to put kart back on trolley and get it fixed. Maybe the Srs would need to be changed so that anyone caught either starts from the back of the grid or not at all if it is not fixed when the grid starts the formation lap. Same for a damaged nose cone - fit a new one or don't race.
Clubs would not have to do this very often before the message got through.
