The age range for cadets being from 8 to 13+ is probably a bigger real term variance than the 11 to 16+ for juniors just because of general development - mental and physical.
I could see some benefit in having a cadet class for 8-10 without any national events just to give these youngest drivers time to hone their skills at club meetings and without some of the parental pressure seen at tracks.
There are obviously some very talented 8-10's around but it seems to me that they only achive higher rankings in FKS/S1 when they ar 10+ so having a super cadet as the British championship might be a reasonable idea - although it does add to the costs.
2011 could be a very difficult year for the new class as the Comer British Championship will still run and I would guess that the age range will still go to December of 13th birthday. So without a national series it will depend if enough people are willing to join and enough clubs want to add this to their meeting schedules.
The customers will have some choice - just a pity about raising the minimum age for juniors from 01.01.11 rather than a year or two later when perhaps the whole structure had been thought through.
